Flexible early old-age pension

The flexible old-age pension lets you draw up to 5 years before the ordinary age — how much earlier depends on your own pension service. The reduction is not stated as a percentage in the law; it is computed separately each year.

Up to 5 years earlier, stepped by service

The flexible old-age pension (RPKS § 91) allows drawing the pension up to 5 years before the ordinary old-age pension age (65 years). Exactly how much earlier depends on your own pension service — the more service you have, the earlier you may draw, up to the outer bound:

Each row is a CUMULATIVE FLOOR, not a band — someone with 45 years of service still reads the 40-year row, the topmost.

This route also requires the same 15 years minimum service RPKS § 7 subsection 1 requires for the ordinary old-age pension.

The reduction is not a stated percentage

The reduction or increase is not a fixed statutory percentage — the Social Insurance Board applies an increasing or decreasing coefficient, worked out from Statistics Estonia's life table and the yield curve the European Central Bank publishes for euro-area government bonds, both refreshed every 1 January. The increasing coefficient applies when the pension is awarded after the ordinary old-age pension age; the decreasing one when it is awarded earlier, under § 91. The exact calculation method is set by the responsible minister's own regulation, which this text does not contain.

The exact percentage or multiplier is not stated in RPKS’s text.

The early-draw reduction (or late-draw increase) is not a stated percentage: RPKS delegates its computation, each 1 January, to an actuarial formula run against Statistikaamet life tables and an ECB euro-area government-bond yield curve, under a ministerial regulation. No numeric multiplier for any year is printed inside RPKS itself.

Does the reduction stay for good?

Whether the § 111 kordaja, once fixed at the pension's award, is later revisited was not stated by any provision read in RPKS ch. 2.
